Affordable housing is stuck in limbo thanks to a ‘Made in USA’ law that nobody can figure out how to follow

A well-intentioned law is creating an unexpected crisis for affordable housing projects across the United States, leaving countless units in limbo. The rule, which requires construction materials for federally funded housing to be produced in America, has run into a stark reality: many essential building components are simply no longer made domestically.

Builders report struggling to source everything from ceiling fans and door hinges to specialized electrical gear and plumbing fixtures that comply with the "Build America, Buy America" (BABA) guidelines. This shortage is causing severe delays and escalating costs for critical developments intended for low-income families, seniors, and veterans.

The situation is exacerbated by what stakeholders describe as a broken waiver system. The process for obtaining exemptions when American-made materials are unavailable or prohibitively expensive is widely criticized as opaque, slow, and unworkable. Housing advocates and developers alike state the waiver mechanism is effectively "failing," leaving projects stalled without clear recourse.

This bureaucratic gridlock threatens to worsen the nation's already acute affordable housing shortage. With projects frozen and uncertainty rampant, calls are growing for immediate regulatory clarity and fixes to the waiver process to prevent a full halt to the pipeline of new affordable homes.
