PulteGroup Inc., a homebuilder based in Atlanta, has filed plans to construct an 80-unit townhome community in north Phoenix. The development is set to rise near the sprawling site of TSMC's $165 billion semiconductor plant, a project that has reshaped the area's economic landscape.
