The U.S. Department of Housing and Urban Development has opened a formal review of the Minimum Property Requirements that govern Federal Housing Administration mortgages. The move aims to modernize decades-old appraisal rules that critics say create unnecessary hurdles for homebuyers.
The National Association of Realtors supports the review, arguing that outdated property standards often cause costly delays and add stress to transactions. In a statement, NAR leaders said that updating these requirements could lower transaction costs and help more qualified buyers access FHA lending. The association noted that some current rules, such as those covering minor peeling paint or certain types of roofing, can block loans for homes that are otherwise safe and habitable.
Real estate professionals are now being encouraged to submit feedback on which requirements should be changed. HUD is expected to consider input from agents, appraisers, and lenders before proposing any specific revisions. The review comes as housing affordability remains a top concern, with FHA loans serving as a key tool for first-time buyers and those with lower down payments.
Industry observers say the process could take several months, but the potential for streamlined standards is widely seen as a positive step. Any final changes would need to balance consumer safety with the need to keep homes accessible to a broader range of borrowers.
